WARNING! This is Kentucky State Police interviewing Sgt. Jay
Phelps Concerning an “alleged” rape. Some
of the names and places have been edited and the identity of the “alleged” victim
has been withheld as well. We would like
to point out that; Sgt. Phelps was investigated however never formally charged
with a crime. Sgt. Phelps, like everyone
else in a criminal case, is presumed innocent until proven guilty. We are
working on getting the records concerning the two other rape “allegations” and
investigations, as well as information on an “alleged” civil rights violation. That
being said, if you were Sheriff Davis would you hire someone with Sgt. Phelps’ “alleged”
past? Good job Sheriff Davis! Who said you need a crystal ball?
The Humphreys County Independent project was created to provide the citizens of Humphreys County an outlet of information related to events and news that happens in our community that others choose not to or neglect to provide for public review. We seek change and transparency from our local government and we are committed to protecting the rights of our fellow citizens.

Many of us who will
be contributing and working on this project have experienced living in a community
where the information you receive and the truth are at best two different
things and with only one outlet for local news, the public is sometimes short on both! We have seen our local leaders fail to protect our community and ignore
the complaints of citizens, while civil rights lawsuit after civil rights
lawsuit is filed against Humphreys County and while other public officials abuse the publics trust and resources! We will use this project to provide the citizens
of Humphreys County information that would otherwise remain out of the public’s
reach of examination. Thank you to those who will be donating their time and effort helping. A new format, yet
the fight continues!!!
