KSP Interveiw of "alleged" Rape Victim of Sgt. Jay Phelps
WARNING! What you are about to hear is a Kentucky State Police interview of one of Sgt. Jay Phelps “alleged” rape victims. Some of the names and places have been edited and the identity of the “alleged” victim has been withheld as well. We would like to point out that; Sgt. Phelps was investigated and taken before a grand jury, however never formally charged or indicted with a crime. Sgt. Phelps, like everyone else in a criminal case, is presumed innocent until proven guilty. We are working on getting the records concerning the two other rape “allegations” and investigations, as well as information on an “alleged” civil rights violation. We will also be posting Sgt. Phelps interview with the Kentucky State Police. That being said, if you were Sheriff Davis would you hire someone with Sgt. Phelps’ “alleged” past? Good job Sheriff Davis! Who said you need a crystal ball?
